3d Impact BV is a small independent consulting company, based in the Netherlands (near Maastricht). It was set up in 2015 after its founder and Managing Director, Roy Pennings, left his position as Managing Consultant of PNO Consultants after 13 years.

3d Impact delivers its services directly to clients, but also works closely with an international network of highly experienced and trusted strategy and funding consultants and business advisers to provide  innovation support and funding services to companies and research organisations throughout Europe.

About the founder and Managing Director

Roy Pennings is an internationally recognised expert in EU research and innovation policy and project development. He frequently publishes on EU innovation policy, is a regular speaker during innovation and research events in Brussels and an accredited day-Chairman/moderator for conferences organised by the European Commission.

After starting his professional career inside the European institutions working on regional innovation policies and subsequently a role as EU grants expert at the UK’s largest Training & Enterprise Council, he advised the management of several ICT and internet companies on growth strategies.


In 2003 he moved to PNO Consultants grants consultancy, where he focussed solely on EU innovation grants. His activities included: innovation strategy consultancy through road-mapping, EU sector-specific policy & industry analysis, positioning of ambitions vis-à-vis EU institutions, developing collaborative R&D projects and providing training or guidance in project development. He has been involved (brainstorming, developing, writing, reviewing or implementing) in over 350 EU research and innovation projects. His knowledge on how to put together high-class funding propositions ranges from Horizon2020 (all parts) to Life+ to NER300 to special SME instruments.

In addition to his work as a developer of collaborative research projects, (co-)writer of EU grant proposals, project compliance consultant and trainer/moderator, Roy recently coordinated the H2020 BrightnESS research project at the European Spallation Source in Lund, Sweden and is now (on in-house consultancy basis) the overall project coordinator of the H2020-ECSEL project SECREDAS. He is also a member of the External Advisory Board of the H2020 collaborative PCP project 'Quaco' led by CERN and one of the original developers of the ATTRACT concept and programme on key-enblaing technologies in sensing & imaging technologies.

Roy is an accredited EC/EASME Business Coach for innovative European SMEs. He supports these companies across Europe in the (further) planning and development of their business and market access plans, preparation of technical feasibility studies, finding (large) industry partners for innovation upscaling and accessing additional funding streams. Lastly, Roy is contracted by the European Commission as a day-moderator of their conferences and workshop on research and innovation.
